Zoning board approves rezoning to light industrial for event-rental storage site

The Zoning Board of Appeals on Nov. 13 approved a map amendment to rezone two properties commonly known as 13013 Thousand 19 North Second Street from Urban Transition to Light Industrial to enable a storage building and outdoor recreation rental operation.
The change was requested by a purchaser of the property, who is expected to be annexed into the Village at an upcoming Village Board meeting. The applicant told the board the planned use is a bounce-house and outdoor recreational equipment rental business that would build an approximately 11,500-square-foot storage building and perform only incidental short-term outdoor staging for washing and drying equipment.
Staff described the Urban Transition (UT) district as a default zoning assignment for newly annexed land that contains relatively few permitted uses and said Light Industrial (I-1) better fits the applicant’s proposed storage use and aligns with surrounding properties, which include general industrial, heavy industrial and highway commercial operations. "Putting it into that industrial light district also is compatible with a number of the surrounding properties as well," a staff presenter said.
Casey Chadwick, attorney for Rogue Event Rentals, told the board the applicant already operates a business and wants to locate and expand in Roscoe. "He'd like to expand and develop and put in an 11,500 square foot building for additional storage," Chadwick said.
Alex London, introduced as the owner and purchaser, described the site as being near the Waste Management transfer plant and said outdoor equipment would only be outside temporarily for washing and drying before being returned to indoor storage.
Board members asked about fire-department review of site plans and confirmation that future building permit and site-plan reviews would address fire and safety details. Staff said the building and future site plan will come back for those reviews.
The board moved to approve the map amendment and recorded a unanimous roll call approval. The rezoning will allow the applicant to pursue the subsequent building- and site-plan applications and to proceed after annexation is completed.
