Roscoe awards $594,804 contract to Stenstrom for Bridge Street multiuse parking lot

The Roscoe Village Board on Oct. 15 voted to award a construction contract for the Bridge Street multiuse parking-lot project to Stenstrom in the amount of $594,804.

The board first voted to suspend the rules so the resolution could receive a final vote at the same meeting. The suspension motion carried and the board then approved Resolution 2024-R-44 to award the contract to Stenstrom.

Project architect Joey Anderson, identified in meeting materials as the project architect, reviewed the project's expected phasing and said a substantial portion of the parking surface could be completed this construction season if weather cooperates, while certain elements—such as the patio and shade-structure lighting—may need to wait until spring. "A good portion of the parking lot...could be completed this year," Anderson said, adding that lighting incorporated into shade structures would follow installation of those elements.

Board members asked about power and lighting availability and about the construction schedule. Village staff reported that approximately $400,000 had been set aside for Main Street development and that American Rescue Plan (ARP) funds are also available; ARP commitments must be made by Dec. 31, the staff member said. The board noted a pending grant application that could affect how the village divides funds between projects and said an ordinance would be drafted if ARP funds are committed.

The board called for the motion, discussed schedule and funding, and approved the award to Stenstrom by voice vote. No start date was recorded in the meeting minutes; staff said a contract signature and an agreed schedule would follow board approval.

The clerk and public-works staff will proceed with final contract execution and schedule coordination with the contractor.
