Village to seek proposals for development of 11243 Main Street; RFP packet to be finalized March 18

At the March 4 Committee of the Whole meeting the firm PlaceFoundry briefed trustees on a draft request-for-proposals (RFP) for the village-owned parcel at 11243 Main Street and asked for confirmation of structure and timeline before the RFP is finalized for the March 18 board agenda.
David Sydney of PlaceFoundry said the RFP packet will include standard property information, design guidelines aligned with the Main Street district plan, submission requirements, financial-capacity demonstrations and a scoring rubric. "I outlined basically, I just wanted to make sure we were moving in the right direction before we finalize the package," Sydney said.
Trustees discussed timing: PlaceFoundry recommended a 60-day submission window to give developers adequate time to assemble concept proposals and financing documentation. Trustees noted that construction, if approved, would likely begin the following spring because of required design and permitting steps even if proposals advanced quickly. Staff said the RFP will be posted on the village website, printed signage will be placed on the property with a QR code linking to the RFP, and the village will advertise the RFP to regional developer networks to maximize responses.
A motion to forward the draft RFP packet to the board and to authorize finalization for release was approved by roll call. PlaceFoundry will prepare the final RFP language for the March 18 meeting and staff will coordinate signage, website posting and regional outreach.
