Committee recommends continued use of ATF NIBIN and upgraded LeadsOnline subscription

The Committee of the Whole on March 4 recommended the board approve two police data agreements: an updated user agreement with the ATF to continue using the National Integrated Ballistic Information Network (NIBIN) through the NIBIN Enforcement Support System (NEST), and a multi-year subscription renewal for LeadsOnline, a pawn-shop and stolen-property database.
The committeeheard from Police Chief Holly, who described NIBIN/NEST as "an online system, national database" that links ballistic evidence between crime scenes and recovered firearms. He told the committee the updated ATF user agreement is "no cost" and is principally an updated user agreement so the department can continue current access.
Chief Holly also reviewed LeadsOnline, saying the village currently subscribes at the lowest tier and that the vendor is discontinuing that tier. "Currently, we pay $2,405," Holly said, and the subscription will escalate to $2,666 for the coming year, then to $2,745 and $2,828 in subsequent years. Holly said the current budget included $2,401 for the line item and that the roughly $255 increase would be absorbed by reallocating other line items within the police budget.
Committee members asked procedural questions about the subscription term. Chief Holly confirmed the LeadsOnline renewal is a multiyear arrangement with a slight escalation each year and described investigative features that come with the upgraded tiers. The committee voted to forward both agreements to the board for approval.
Votes at the committee were recorded by roll call and were unanimous in favor of forwarding both items. The committee did not adopt new policy language governing use of the systems; the actions before the board are a user agreement renewal with the ATF and a subscription agreement with LeadsOnline.
