Village to accept road dedication related to North Pasture Solar; Swanson Park fee revision under review

At the Feb. 4 meeting staff updated the RASCO board on two property and permitting matters: a forthcoming resolution to accept a deed-and-dedication of a road segment related to the North Pasture Solar project, and ongoing revisions to Swanson Park’s use-fee process.

A staff member reported that the solar company and property owner Ray Ferguson had agreed to a modification of a right-of-way issue at the north pasture solar site near the end of Edith Lane. The staff member said the village received a deed-and-dedication document that the solar company and the title company approved and that the staff member has sent his approval; he said he will forward a resolution to the board to accept the dedication. That resolution had not been presented for board action at the Feb. 4 meeting; staff indicated a resolution will be circulated to the board later in the week.

Separately, staff said a revised Swanson Park use agreement (intended to clarify payment procedures and structure for use fees) had been sent to the mayor and to Joe (staff) about 10 days earlier and that the park user had indicated they may consult an attorney. Staff said he had suggested a higher fee amount in the draft and that he is cautiously optimistic the matter will return to committee in one or two meetings. Staff asked board members to request a copy if they wanted to review it before it goes to constituents.

The updates were informational; no formal votes on the Swanson Park agreement or the road dedication were taken at the meeting. The staff member said the village is in the final stages of documentation related to the road dedication and expects the resolution to be straightforward.
