The Village Board on Nov. 19 authorized staff to proceed with two related planning steps for the downtown area: hiring a consultant to draft a Main Street overlay zoning district and moving forward with a request-for-proposals (RFP) process for the village-owned property at 11243 Main Street.
Trustees voted to send the Main Street overlay scope and contract to the full board with a not-to-exceed amount of $8,000; staff said the consultant proposal is $7,750. The overlay is intended to create an overlay district that allows different development standards in the downtown (reduced setbacks, altered parking standards and design guidance) and to guide future redevelopment near Main Street.
Motion and timeline
A motion to send the overlay proposal to the board with a not-to-exceed authorization passed on roll call. Staff described a public-participation schedule that will include draft language, public workshops, and review steps leading to formal village approval. The proposal’s schedule calls for consultant work on draft language in December, an overlay draft released for public comment in January, evaluation of proposals in March and a potential selection in April.
Related to property redevelopment, trustees directed PlaceBoundary (the consultant/partner named in packet materials) to continue developing an RFP and to run a competitive solicitation for the property at 11243 Main Street. Staff said the RFP development will begin in December, be released in January, evaluated in March and returned for potential selection in April.
Trustees said they will provide guidance about preferred uses and selection criteria but also plan to allow creative proposals while reserving the right to reject proposals that do not meet neighborhood expectations (trustees explicitly mentioned excluding uses such as large car lots or other incompatible operations in discussion). Staff stressed the village is not obligated to accept any proposal that is inconsistent with board direction or neighborhood character.
