The Village of Roscoe Zoning Board of Appeals on May 14, 2025 recommended annexation of a roughly 19.45-acre parcel near Sheringham Drive to allow a single-family home to be built under a rural-estate zoning classification.
Attorney Katie Chadwick, representing the applicants, said the proposal would annex Lot 1 into the village as rural estate, leave Lot 2 in unincorporated Winnebago County and dedicate Lot 3 to the village to extend Sheringham Drive so the house has public access. Chadwick said the plan was intended to allow the property owners (referred to in the record as the Twiggs) to build a single residence and was not intended to support immediate further subdivision.
Brandon, the project civil engineer, told the board the village will require the applicant to construct a cul-de-sac extension to village standards and dedicate it as public roadway so emergency and other vehicles have adequate access. He said the roadway work must be built to the village standard and would be subject to the village’s engineering review; the cost for construction was described in the hearing as the applicant’s responsibility.
Planning staff said notices were mailed to neighbors within the statutory notice radius; Chadwick said the plan reflected negotiations with nearby property owners and was being presented at the applicants’ request to address neighbor concerns about future subdivision potential.
The board voted to recommend approval of the annexation and rural-estate zoning and to accept the Lot 3 dedication plan for the roadway extension. The recommendation moves to the village board for final action.
