Roscoe board approves 2024 tax levy, abatements for two bond series and new phone system

The Village Board of Roscoe approved an ordinance establishing the 2024 tax levy and approved abatements for two older general-obligation alternate bond series, and approved a contract to switch the village phone system to RingCentral at its Dec. 17 meeting.
The board passed Ordinance 2024-13, establishing the 2024 tax levy. The meeting materials list the approximate 2024 levy as $1,760,026. The board also approved Ordinance 2024-14, an abatement for the 2017 general obligation alternate bond series, and Ordinance 2024-15, an abatement for the 2018 general obligation alternate bond series. In new business the board suspended the rules to take final action and passed Resolution 2024-R54 to purchase and install RingCentral phone service and cloud PBX functionality for village offices and departments.
Treasurer’s materials presented at the meeting showed expenditures on the voucher list and a cash balance in the village’s primary checking account after payments. The treasurer reported the warrant list and asked for a motion to pay the bills; the board voted to approve payment of the presented bills.
Board members and staff said the RingCentral contract is expected to reduce recurring phone costs. Officials stated the move would reduce monthly telephone service costs by roughly $800 across the village’s accounts; the switch was budgeted in the current year’s budget. The memo attached to the resolution describes replacing an aging phone system with a cloud-based PBX, direct-dial numbers for staff and an app to allow staff to use one village number from desk phones or mobile devices.
