The Village of Roscoe Committee of the Whole directed staff to ask Place Foundry LLC to provide a focused economic development proposal for the I‑90/Main Street corridor and to extend the consultant work through Dec. 31, 2025.
Committee members said the I‑90 area and Main Street are the priority planning areas and asked Place Foundry to supply a scoped proposal that includes market analysis, property inventory, stakeholder engagement and development scenarios. Members stressed the importance of engaging landowners to determine actual availability and of clarifying timelines that depend on funding. "When you say timeline, we've submitted plans, but there's no funding. So there's no timeline without funding," one committee member said during discussion.
The committee discussed possible incentives, such as a localized sales‑tax set‑aside for improvements, but members said any financing or tax measures would require resident outreach and would not be pursued without further public support. The motion to have Place Foundry present a specific I‑90 scope and extend work through Dec. 31, 2025 was approved by the committee; staff will ask for price details and a more explicit scope before the next meeting.
