The Roscoe village board on July 1 approved a suite of routine and project-related items, including a consent agenda of ordinances and resolutions, authorization to award street work up to $100,000 to Rock Northwest Construction, and multiple special-event permits.
Key items approved on voice or roll-call votes included:
- Approval of bills and payroll: board noted invoices totaling $83,881.78 and payroll of $113,647.98 for combined expenditures cited in meeting materials; trustees voted to pay the bills and payroll.
- Consent agenda (approved as a block): included Ordinance 2025-12 (decreasing the maximum number of authorized Class B-1 licenses to 11), approval of a temporary Class T license to Bridal Ventures for a Lions Club festival at Leland Park (date shown in packet), approval of a special-event permit for NU I Palooza (listed for Aug. 9, 12 p.m.–10:30 p.m.), Ordinance 2025-13 (planned unit development for property listed under applicant Pipitone), Resolution 2025-R30 (tentative and final plat of Prairie Garden Plat No. 4) and Resolution 2025-31 (bid specifications for the Hodges Fund small business incubator site). The consent block was moved, seconded and approved by the board.
- Street work / pavement patching authority: the board considered a resolution (identified in materials as Resolution 2025-33) to award Class D (street patching) work to Rock Northwest Construction with authorization not to exceed $100,000. The village attorney explained the ordinance packet already reflected the “not to exceed $100,000” language so the board could finalize the award while crews were mobilized; trustees suspended rules and approved the resolution.
- Special events and permits: The board approved a special-event permit referenced as the Walt Festival set for Aug. 20, 2025, and earlier-listed events including NU I Palooza. Trustees voted to suspend the rules and approve several permits as final votes during the meeting.
- Minutes: trustees approved minutes of the June 17, 2025 meeting.
No formal actions were taken during the executive session that followed, and the board adjourned at approximately 7:49 p.m.
For most of these items the board voted to suspend rules to allow final action at the meeting; motions, seconds and roll-call affirmations are recorded in the meeting transcript for each item.
