Committee debates cutting purchasing authority and probes PlaceFoundry invoice that included EV‑charging design

Trustees at the Village of Roscoe's Committee of the Whole voted on Aug. 19 to reduce the purchasing authority of the village president and village administrator from $5,000 to $2,500, and spent substantial time pressing staff for clearer billing and design documentation after an invoice from PlaceFoundry included a $3,500 pass-through charge for an EV‑charging station design.
The vote to lower delegated purchasing authority passed on a roll call after trustees debated whether the change would impede day-to-day operations. Supporters said the lower threshold would force better communication and transparency; opponents said it risked slowing routine work that is already budgeted.
The debate focused on a July 30 PlaceFoundry invoice item that listed a $3,500 pass-through for electrical/mechanical engineering related to an EV charging station. Trustees said they approved a PlaceFoundry contract for comprehensive design work but had not reviewed or asked for the specific pass-through item before the bill was submitted. Staff told the committee the $3,500 was charged by a consultant and shown as a pass-through on PlaceFoundry's invoice; staff also said the village would not pay the EV charge design cost and that PlaceFoundry and its subcontractor had agreed to absorb that portion.
Trustees asked for stronger pre-bill documentation for future consultant invoices, saying they want detailed, itemized backup for PlaceFoundry charges placed in trustee folders in advance of board action. Village staff agreed to put consultant invoices and line-item detail in trustees' SharePoint folders when requested and to make those materials available for review before votes.
The committee also discussed the larger Hotcheston/Odessa (bid package) project and said staff would bring full bid results, alternates and cost breakdowns to a future meeting to allow trustees to decide whether to scale back or phase construction work.
The discussion prompted broader questions about how design decisions get into consultant deliverables. Staff said some scope items may have been proposed by a designer after a prior grant-era push for EV infrastructure, but that when the pass-through was discovered staff clarified it would not be charged to the village. Trustees asked that PlaceFoundry provide invoice detail on request going forward and for staff to flag any subcontract pass-throughs in advance of billing.
The meeting included public comment about audio and accessibility in the chamber; a resident said hearing is difficult during larger meetings and asked that the village restore the microphone system. Staff agreed to return microphones to the room and to review options for clearer audio and ADA accommodations.
The committee approved the motion to reduce delegated purchasing authority by roll call; Trustee Babcock cast the sole "no" vote.
