Committee members voted to forward the item to the board after a staff presentation that said the body appears “interested in moving forward with taking over the mural.” The presenter said the resolution would identify funds “devoted to pay for paint and supply,” and estimated the cost at “like, $4,000 or whatever.”
The presenter described two possible billing approaches for the painter: either the painter bills the Masonic Lodge entity directly and the lodge invoices or is paid from village-provided funds, or the painter would be hired and paid directly by the village. The presenter cautioned that hiring the painter directly would raise additional liability concerns “if something happens to someone there,” and said that if the lodge will accept it, the village would prefer the painter to bill the lodge so “we're not as worried about the painter working for us versus working for them.”
The presenter also said staff would ask the Masonic Lodge to execute a short, one-page agreement stating that the lodge permits the work and authorizes payment up to a stated cap so the village’s authorization and payment authority are clear.
A committee member asked to see a draft of the resolution; staff replied, “Absolutely. I'll get a draft to the village.” A motion to send the item to the board carried.
The committee did not adopt final language at the meeting; staff said it would prepare a resolution and the short agreement for the lodge and bring the draft to the village and board for action.
