Committee moves Hodges Run incubator bid specs to board; public imagery and cost questions remain

The Village of Roscoe Committee of the Whole voted to forward bid specifications for the Hodges Run small business incubator site to the Village Board after discussion about the project renderings, the scope of Phase 1 versus Phase 2 and public outreach.

Trustees and members of the public said the two-dimensional plan set and renderings do not clearly communicate spacing, parking, and circulation for the proposed site. One resident said the public would be more excited if the village provided three-dimensional renderings or clearer visual examples. Staff said the package is intended to put the project out for bid and that final cost and scope decisions would occur once bids return.

Trustees asked staff to calculate estimated annual operating costs and revenue projections before entering into construction contracts. "Did we figure out estimates on what this is gonna cost to operate annually?" one trustee asked. Staff replied they did not have operating-cost numbers until bids are received and cautioned that budget figures might change following bid results.

The committee voted to forward the bid documents to the Board with a recommendation to proceed to bidding. Members discussed holding a public open house once a final design is selected and bids are received; staff said public information and an application process would follow bid award.

Why it matters: Hodges Run is intended to be a small-business incubator and public-facing site on Main Street that could create space for startups, small retail and public programming. Trustees emphasized the importance of clear public-facing visuals during the procurement and community-engagement phases.

What’s next: Staff will finalize the bid package for publication, collect bids, and return operating-cost estimates and bid summaries to trustees before any construction contract is executed.
