ZBA advances text amendments to create RA townhome district and streamline small land divisions

The Zoning Board of Appeals voted to forward recommended text amendments that (1) create a new RA — residential attached — zoning district to accommodate townhomes and (2) add a streamlined minor-land-division procedure intended for small subdivisions.
Staff said the RA district is intended to give the village more precise control over where townhome-format buildings are located, ensure compatible bulk and architectural standards for townhomes, and require outdoor private space for units. The board reviewed draft design standards and, at its June session, asked staff to remove a proposed prohibition on protruding garages (so-called ‘‘snout houses’’); the current draft reflects that change.
For minor land divisions, staff proposed a streamlined process for projects creating four parcels or fewer, so individual townhome lots can be created without the full tentative- and final-plat process. The draft includes a five-year limit (a ‘‘shot clock’’) on repeated use of the minor-land-division process so the streamlined route cannot be used repeatedly to subdivide large tracts incrementally.
Staff recommended approval of the text amendments, presented findings for the board, and the ZBA voted to include staff recommendations and forward the package to the village board for public hearing and final action. The amendments will next be considered by the village board.
