The Roscoe Zoning Board of Appeals voted to recommend a zoning map amendment that would change two vacant parcels on Johnson Drive from CR (commercial) to R-1 (single-family residential).
Planning staff said the two parcels โ platted with the Kinnikinnick Creekside subdivision โ are vacant and that changing them to R-1 would align the parcels with surrounding zoning. Staff told the board that the property owner intends to replat the parcels at a later village-board meeting to create six single-family lots; that replat requires separate village-board approval.
A member of the public asked whether the applicant could be restricted to single-family development forever; staff said zoning cannot be permanently restricted in that manner and that future rezoning requests would require the usual public-review and approval process. The board discussed lot sizes, setbacks and whether the new lots would be subject to the neighborhood's covenants; staff said covenants are a private matter between property owners and are not imposed by the zoning change.
The ZBA moved to recommend the zoning map amendment and called the roll; the motion passed and the recommendation will go to the village board for final action.
