ZBA approves design review for Rocksteady Bikes storage container with color condition

The Roscoe Zoning Board of Appeals approved a design-review application allowing Rocksteady Bikes to place a 20-foot storage container on its property to store and operate electric-bike rentals, with the condition that the container’s garage door be painted to match the siding.

Owner representatives said the container would primarily be used to store rental e-bikes and would be locked when the store is closed. The applicant described the unit as an "active arm" of the store that would be attended from the adjacent storefront during business hours; the applicant said staff will secure bikes inside the container and can open the overhead door as needed.

Planning staff recommended approval, saying the proposal meets the CG zoning-district requirements and listing conditions that must be met before a certificate of occupancy or building permits are issued. Staff noted the board may add conditions; the ZBA added a condition requiring uniform appearance by matching the overhead door color to the siding.

Board members questioned whether the container would appear as a storefront and how it would affect sight lines and visibility in the parking area. The applicant said the unit will be sited where it will not block adjacent businesses and that any necessary modifications — including painting the door to match siding — would be made.

The board’s motion approved the design review with staff-recommended conditions plus the added requirement that the garage door match the siding color. The decision allows the applicant to proceed with building-permit applications subject to the stated conditions.
