Zoning board recommends variance to let Barcelo Service expand parking

The Roscoe Zoning Board of Appeals voted to recommend approval of a variance that would let Barcelo Service expand a parking area on the north side of its property.
The variance would reduce the required 7-foot perimeter landscaping and the 3-foot paving setback along the north lot line so the applicant can retain two-way vehicle circulation and allow truck access to an overhead garage door, according to planning staff.
Planning staff told the board that strict enforcement of the perimeter landscaping requirement would leave insufficient room for two-way traffic and for trucks to access a north-side garage door. Staff included draft findings of fact in the staff report and recommended approval, subject to the normal village review process and any conditions the ZBA wishes to add.
Juan, part-owner of Barcelo Service, told the board the proposal is a ‘‘very small’’ expansion of the facility and that the location of adjacent operations and the building footprint constrained options. "We are looking to expand the parking lot... it is something that would help the establishment as well and everything around us," Juan said.
Board members asked whether detailed final plans were available; staff and the applicant said the conceptual layout before the board was very close to the final plan the applicant intends to submit. Staff reiterated that if the variance is recommended and the village board approves, the applicant would return with a final parking-lot design and landscape plan showing the required perimeter landscaping on the other three sides and any islands required by code.
The board approved the motion to recommend the variance; the recommendation will be forwarded to the village board for a final decision.
Votes at this ZBA meeting were recorded by name during the roll call on the motion recommending approval.
