Sugar Land planning commissioners approve Rye Hill Section 6 preliminary plat

SUGAR LAND, Texas — The Sugar Land Planning and Zoning Commission voted 5-0 on Aug. 20 to recommend approval of the Rye Hill Section 6 preliminary plat, a 40.055-acre addition to the Rye Hill master-planned community that would create 117 single-family lots, five reserves and two blocks.
City planning staff described the preliminary plat as a layout stage that establishes lots, streets and minimum lot-width compliance but is not recorded at the county. Jessica, a city planning staff member, told commissioners that the section sits south of FM 2759 and east of FM 762 and will be accessed from Rye Hill Parkway through Sections 4 and 5. The development is within the city’s extraterritorial jurisdiction and the broader Rye Hill master plan, which includes a mix of single-family and age-restricted Del Webb housing and about 60 acres of potential commercial uses north of FM 2759.
The commission’s approval follows staff recommendation. "The purpose of the preliminary plat is just to lay out lots and streets and ensure that they conform to all the minimum lot sizes and that right-of-way widths can be met," Jessica said. She showed commissioners a box exhibit, which staff said demonstrates minimum lot widths at the front build line for lots on curves or nonperpendicular frontage.
Commissioners and staff discussed lot widths and reserves. Lots in the section range from roughly 40 to 55 feet wide at the front building line, with corner lots receiving an additional 10 feet; staff clarified that preliminary plats show rounded figures and exact measurements are established on the final plat. "They can be slightly above it. They just have to meet the minimum," Jessica said about the minimum lot widths.
The section includes several reserves: a detention pond, a drill site (Reserve E) and a water treatment facility (Reserve D). Staff explained that the applicant has recorded an abandonment document that releases portions of a 30-foot drill-site access easement where it lies within public right of way; once the final plat is recorded, the easement noted on the preliminary plat will no longer exist in those locations. "The only thing that's being abandoned is going to be that 30 foot drill site access easement that you see running through the right of way," Jessica said. Staff also noted that a 30-foot pipeline easement within Reserve B will remain and is restricted to landscaping.
An applicant representative, identified in the transcript as George Taylor Russell of Dawson, told the commission the metes-and-bounds description required for a point of beginning had not been prepared yet; staff confirmed the point of beginning will be provided on the final plat.
Procedural actions: the commission approved the minutes of the Aug. 12 meeting by a hand vote (5-0) earlier in the agenda, and later made a separate motion recommending approval of the Rye Hill Section 6 preliminary plat. The motion to recommend approval of the preliminary plat was made by the meeting chair and seconded by Commissioner Dawood; the hand vote passed 5-0.
At the end of the meeting the commission chair provided a liaison report and staff offered administrative updates. City planning staff noted upcoming opportunities, including mobile workshops at the Texas Chapter of the American Planning Association conference in October and two planning-related workshops at the commission’s Sept. 9 meeting; staff also reminded commissioners of the Labor Day holiday.
The commission adjourned after the items on the agenda were completed.
