Committee approves acceptance of COPS hiring grant with 25% county match

Bonita Terry, chief of administration for the Wayne County Sheriff’s Office, told the committee the grant award totals $4,900,000 and carries a 25% local match of approximately $1,200,000. Terry said the grant period began Oct. 1, 2023, but the county only received the award notification on Sept. 3, 2025, and staff were seeking the commission’s retroactive approval so the county could take possession of funds once approved.
Terry said the five-year grant would support hiring or rehiring and that, after commission approval, the sheriff’s office could accept funds and proceed with hiring work covered by the grant.
Commissioners asked procedural questions about award timing and the grants director joined the meeting remotely to confirm that the county had applied for the grant and that receipt of funding is contingent on commission approval. The grants director (identified in the transcript as Banks Hall) said the grant would cover about 40 new hires based on the county’s hiring plan.
Commissioner Wilson moved approval; Commissioner Dobb seconded. Commissioners voted via tablets and the motion carried.
