The committee:
- Approved the minutes from its prior meeting by unanimous vote.
- Voted unanimously to recommend the proposed dog-licensing bylaw amendments (Article 12 as recorded in the meeting) for placement on the special town meeting warrant. The proposal aligns local language with state statute, updates service-dog language to reflect ADA guidance, allows a new late-fee structure and clarifies kennel/business-license requirements.
- Voted unanimously to recommend adoption of the proposed stormwater bylaw and draft implementing regulations. Staff described enforcement language (including civil/criminal remedies and a cited example penalty of $300 per day after a 15-day violation) and tree-planting requirements to be specified in the draft regulations.
- Moved and approved a motion to adjourn the finance-committee meeting so members could go into executive session (the motion included a pledge not to reconvene the public meeting afterward); the motion passed unanimously.
Each of the above votes was recorded by voice during the Oct. 8 meeting; committee members indicated unanimous 'aye' responses during roll calls.
