Envision Needham committee debates scenarios; members split over modeling and bike-lane language

Members of a town planning group known as Envision Needham told the Finance Committee on Oct. 8 that deliberations are contentious and that progress has been slow.
Committee members said consultants were asked to model traffic-diversion scenarios, including one where certain routes could add as much as 25 minutes of delay during peak periods. The vote to ask for additional modeling was not unanimous; at least one member opposed charging consultants with speculative scenarios.
Several members described a heated dynamic on the committee and said there is strong pushback from some business interests on successive steps. One member characterized the process as causing delays: "There's really little forward movement," the member said. Members also said the current draft scenarios no longer include bike lanes and described the absence of that language as "weird." Tim Burton, who was identified as chair, was named as the committee's leader and members said final recommendations will go to the Board of Selectmen.
The committee's funds for the consultant work are already committed from a chapter 9 line item, members said, limiting the ability to reallocate those dollars to other town needs without following the applicable appropriation rules.
Members said disagreement among committee voting members has grown; the committee will meet again next week to continue scenario work.
