Committee passes omnibus approvals for pumps, striping, pipe, parks and mowing contracts

The Wayne County Committee on Public Services on Sept. 9 approved a bundled motion that received and filed the July 2025 complaints report (item 1) and approved items 2 through 13, covering multiple contracts, intergovernmental agreements and amendments across county divisions.
Key items discussed briefly at the meeting included:
• Pump motor maintenance (Item 2): Staff described Amendment 1 to a three‑year contract (with a two‑year renewal option) with Spine Electric Company for preventative maintenance and as‑needed repairs to vertical shaft pump motors used at Wayne County, Michigan Department of Transportation (MDOT) and Wayne County Airport Authority pump stations and bridges. Staff stated the contract covers response to MDOT (117 pump stations), county pump stations (32) and 13 airport authority locations. The item was presented as a contract for $300,000.
• Cold plastic pavement legends (Item 3): An amendment to a three‑year contract with PK Contracting LLC for placement of cold plastic legends (heavy‑duty traffic tape used for crosswalks, stop bars and arrows) was presented for approximately $500,000.
• Construction engineering services (Item 4): A three‑year professional services agreement with a one‑year renewal option was presented for OHM Advisors (Orchard, Hiltz & McCliment Inc., DBA OHM Advisors) for construction engineering on Evergreen Road from Michigan Avenue to Hubbard Drive in the city of Dearborn.
• Corrugated pipe (Item 5): A two‑year purchase order (with a one‑year option) with Core & Main LP was presented for corrugated pipe and components (approximately $217,000) to stock county inventory for use across divisions.
• Park improvements (Items 7–11): Intergovernmental agreements were presented for park improvements funded by park millage in multiple jurisdictions: Plymouth Township (Plymouth Township Park), the city of Wayne (Rotary 2 Park), Charter Township of Huron (Latchco Park, addenda), the city of Lincoln Park (Lincoln Park Community Center, addenda) and Charter Township of Northfield (Marv Gans Community Park, addenda).
• Mowing and herbicide services (Item 13): Committee approved a retroactive amendment to a three‑year contract (two one‑year options to renew) with RNA Michigan Holdings LLC, d/b/a RNA facilities management, to continue mowing and herbicide applications. Staff explained a prior solicitation was pulled to clarify vendor qualification language; the amendment was described as necessary to bridge operations while a new solicitation proceeds.
Staff answered brief operational questions on several items during the meeting. Steve Shea, division director for Wayne County Roads, described Spine Electric and mowing needs in the county and noted the roads division is going out to bid for additional landscape mowers. Staff emphasized contracts are needed to maintain routine operations across divisions.
The committee moved to receive and file item 1 and approve items 2–13 in a single motion. Commissioner Baydoun moved, Commissioner Palamara supported the motion, and the chair recorded, “Motion carried.”
