The Roseville City Council on Oct. 13 selected Kraus-Anderson as the construction manager at risk (CMAR) for the Civic Campus project and approved a separate architectural services agreement with LHB. The council split the construction-manager action to consider the maintenance/operations center portion and the Linsonee/passport/dance-studio portion separately.
Public Works Director Jesse Fryhammer summarized the procurement: staff solicited an RFQ (eight firms), shortlisted five and issued RFPs to the top five. Two firms — Kraus-Anderson and RGM Construction — were interviewed and scored. Staff recommended Kraus-Anderson based on experience with construction-manager-at-risk projects, public-works facility work and a project team with experienced day-to-day staff. The recommended cost for Kraus-Anderson was about $3.6 million (staff presented a range of bids spanning roughly $3.0 million to $5.8 million across firms) and included hours and soft costs allocated between components of the project.
The council first voted to divide the question; the motion to divide passed 4–1. The maintenance/operations-center portion was approved unanimously; the remaining Linsonee/passport/dance-studio portion passed 3–2, with Council members Bauer and Schroeder recorded in opposition. Staff will return on Oct. 27 with the final CMAR agreement for council approval.
On the related architectural services item, staff recommended approval of an agreement with LHB for base architectural services for the Civic Campus Master Project. The contract covers base services (the presentation noted sustainability scope can be added later once the schematic budget is better defined). The council approved the architectural services agreement with LHB; the vote was 3–2 with Council members Bauer and Schroeder recorded in opposition.
Fryhammer said Kraus-Anderson’s proposal included a public-relations/engagement element to help manage the project’s multi-year impacts on the neighborhood. He also reminded the council that the proposal’s cost and hours are preliminary; contract approvals will return with final agreements detailing scope and conditions.
