Council postponed final consideration of the city’s 2026 Capital Improvement Plan on Sept. 11. Council President Feldman moved and the body seconded a motion to defer Resolution 2025‑147 from third reading to the regular council meeting scheduled for Oct. 9. The motion carried on roll call.
Members and staff discussed the plan’s multi-year outlook and noted that later-year totals are placeholders to signal upcoming projects rather than firm appropriations. Council members asked about the sequencing of water-line replacements (prioritization by age and break frequency), lodging-tax funding for sidewalk maintenance, the community center’s deferred maintenance needs (HVAC, siding, roof phased over years), and projects listed for parks and campgrounds such as SOAR surface replacement and Silver Springs Campground improvements.
Staff said some projects were not included in the current capital budget because the final study or project scoping finished after the capital budget was adopted; council discussed moving items between years and cited the carryover/cushion approach used previously when unexpected projects arise. The scheduled postponement gives council additional time to consult with departments and finance staff before final adoption.
