Jose Martin, who identified himself as representing Move Santa Barbara County, told the council during public comment that recent youth bike outings revealed gaps in the city’s bicycle infrastructure.

Martin said participants in a six‑week summer program (ages 13 to 26) recommended reopening and extending the Levee Trail to Guadalupe, adding a bike lane on College by Hancock, extending the Miller bike lane past Enos to Main Street, and creating more multi‑use paths for pedestrians and cyclists. He also asked for more bike racks on buses to increase accessibility to parks and events.

Council members encouraged Martin to submit the recommendations in writing and suggested bringing them to upcoming General Plan amendment meetings where bicycle and pedestrian improvements are considered.
