The site lies within the city’s Bluff Overlay Protection District, triggering additional planning commission review.
City staff described the site as a low-lying area behind a manufactured home where the applicant seeks to install a retaining wall to stop erosion; the project had already received zoning clearance. The city engineer reviewed erosion-control measures and recommended conditions including seeding/sodding within seven days of specified work and use of erosion blanket on slopes greater than 4:1.
A commissioner asked whether a retaining wall exists now; staff said there is no retaining wall at the immediate location, only a shed near the property and the erosion area beyond it. The commission also asked about adjacent neighbors and whether they face similar issues; staff said they had not spoken to neighboring homeowners but noted placement in the bluff overlay requires the extra controls.
Commissioner Brian moved to approve the building and excavation permits; the motion passed on a commission vote. Staff will forward the approved permits to the county for final building approval as required by the Bluff Overlay Protection District review process.
