The Health Education Housing Facilities Board voted to ratify the chair’s prior execution of an inspection and maintenance agreement for private stormwater management facilities tied to the Milltown (Lyra Lee) pilot project. The board’s action affirms an earlier signature that was executed between meetings so the city’s land development office could perform required inspections.
Staff explained the board holds title to the property while a payment-in-lieu-of-tax (PILOT) pilot is active, which triggers obligations to comply with stormwater inspection and maintenance rules. Staff said the leaseholder carries the maintenance obligations and the agreement confirms the board’s intent to comply while holding title during the pilot term. Chattanooga Neighborhood Enterprises (CNE) and the Lyra Lee pilot were identified as project participants.
Board members asked for clarification about what exactly was being ratified; staff said the vote simply ratified the chair’s signature to document that the chair acted within authority and that the board would formally record the action. The resolution passed by voice vote.
At the same meeting the board also completed several administrative actions: it elected to retain the current slate of officers (chair, vice chair and secretary) for another year for continuity; it approved minutes from the May 19 meeting; and it recessed after routine reports. The board heard informational updates on a pending contractor claim related to a demolition/environmental services contract and on state reporting of 2025 bond obligations for a separate project.
