Roswell council approves conditional use and variance for carriage house at 12220 King Circle

The Roswell City Council on Aug. 11 approved a conditional‑use permit and a concurrent variance to allow a larger‑than‑normal carriage house at 12220 King Circle.
Planning and Zoning Director Jeanne Payton presented the request: the 8.22‑acre RS‑30 property contains a 6,239‑square‑foot home, pool and substantial wooded areas. The applicant proposed a 4,600‑square‑foot accessory building with an upper level conditioned as a carriage house; the conditioned area would be 1,240 square feet — 240 square feet larger than the 1,000‑square‑foot maximum in code. Staff recommended approval of the conditional use with conditions (including arborist requirements) and recommended denial of the variance, citing no technical hardship; the planning commission recommended the same (approval of the CU, denial of the variance).
Council discussed the parcel’s size and context. The applicant said the larger parcel made the exception reasonable; council voted to override the staff and commission variance recommendation and approve both the conditional use and the variance. The motion to approve both items passed unanimously; Councilmember Sarah Beeson made the motion and Councilmember David Johnson seconded.
The council attached the staff condition that site work proceed substantially in accordance with the site plan submitted May 13 and noted the applicant must provide replacement/recompense for a 26‑inch hardwood tree per the arborist’s recommendations.
