Roswell awards $460,148 contract to replace Bullock Avenue waterline; project will remove aging asbestos‑concrete pipe

The Roswell City Council approved a contract on Aug. 11 to replace approximately 1,900 linear feet of aging six‑inch asbestos‑concrete water main on Bullock Avenue. The work will install 8‑inch ductile‑iron pipe, connect to existing 12‑inch mains on Mimosa Boulevard and Marietta Highway (Highway 120) to form a loop, and increase fire flows serving two historic homes, Bullock Hall and Mimosa Hall.
Director of Environmental Public Works Brian Watson said the city solicited bids from prequalified water contractors and received five responses ranging from $460,148 to $718,750. The city recommended and council approved awarding the contract to GS Construction, Inc., at $460,148 with a total project budget not to exceed $506,162. Councilmember Lee Hills moved the motion and Councilmember David Johnson seconded; the vote was unanimous.
Watson emphasized that while the asbestos component of the old pipe is not a water‑quality hazard, the material is at the end of its useful life and is becoming more expensive to repair. The city plans to leave the old pipe in place and fill it with flowable fill while running the new line adjacent to it to limit disturbance and cost. Repaving of Bullock Avenue is not part of this contract, Watson said; the transportation department plans to repave the street after this and a nearby Mimosa Hall project are completed, likely in mid‑2026.
Council approved the contract on a unanimous voice vote and will receive implementation updates from the public works department.
