The council then adopted the city’s FY2026–FY2030 Capital Improvement Program; that vote carried 6–1, with Councilman Carlson recorded as the lone no vote.
Council members and staff framed the votes around statutory sequencing required by Florida law and the need to consolidate multiple budget items into a single presentation. Dennis Rejero, the city’s chief financial officer, told the council that the evening’s presentation consolidated “items left over from the first public hearing and, of course, items that council has asked us to come back on here at this second public hearing.”
The council recorded several follow‑up motions and directions during the hearing — including instructions to prepare a financial resolution in October to effect some project appropriations — that staff said would be packaged with the October resolution for public review.
