City to receive $3.4 million in eviction/homeless-prevention funding routed through Spokane County; staff to issue RFP for subrecipients

City staff told the Spokane City Council that funding historically routed to the city for eviction prevention has shifted administratively and now flows through Spokane County. The county has kept the city’s previous allocation amount of $3,400,000 and will act as the contracting body with state Commerce.
Ariel Anderson told council that the city can use the $3.4 million to issue an RFP for local subrecipients who will deliver eviction- or homeless-prevention services. Anderson noted counties may deduct an administrative percentage for monitoring and contracting.
Anderson listed organizations that were recipients in the previous round: Family Promise, Nuestra’s Rais, Carl Maxey Center, SNAP, Catholic Charities and Interfaith Transitions (staff noted she might be missing one name). Anderson said the current item is the city’s agreement with the county and does not itself allocate funds to the providers; funds will be distributed following the RFP and contract process.
Council members asked for clarification about which organizations would receive money; staff reiterated that the RFP process will determine subrecipients and that the county is the contracting intermediary for the state funds.
No final allocations were made in the briefing; the council was briefed and staff will return with contract documents following the RFP process.
