Panama City staff and residents discussed a year-long issue over a Bay Club condominium dumpster on city right-of-way. City staff said the enclosure and gate work remains to be finished and described the terms agreed with the Bay Club for cost recovery.
Andre Goverick, a nearby homeowner, raised the issue and asked for the status of the enclosure and the financial terms. Jonathan (City Manager) told the meeting that the enclosure was nearly complete: “I thought it was almost done … it's painted. Bollards are in it.” He said the remaining task was for facilities maintenance to tell public works the container may be moved into the enclosure and that the gate installation was the final step.
Jonathan provided the financial arrangement the city negotiated with the Bay Club: “I can tell you that right now it was, I want to say approximately $4,500 and they're going to make those in 12 equal payments starting with their January 2026 payment.” He added that the condominium has one master meter and will pay the cost.
To reduce illegal drop-offs and prolonged piles of bulk trash the city described a rule used elsewhere downtown: ban placing bulk items out more than a short window before pickup. For the nearby Cove area the plan is to restrict when residents may put bulk items at the designated drop area so refuse won’t sit out for days; staff proposed a limit such as “not allowed to place anything out… until after 1PM on Tuesday” for a Wednesday pickup. Jonathan said staff will add tasteful signage and communicate the rules to the Bay Club.
Enforcement: Jonathan said the city’s foreman and superintendent regularly monitor bulk pickup sites; for repeated violations the city will apply a penalty charge to the responsible property’s water/sewer/garbage bill.
Ending: Jonathan encouraged better communication with the Bay Club and said the city will finalize the gate and signage, formalize pickup windows and use existing penalties on utility bills for violators. Residents suggested the city consider a transfer-station or on-demand pickup system as alternatives to routine curbside bulk collection.
