Cheryl Hughes, Central Services Director for the City of Sandpoint, led the public opening and said the city received two proposals. "With that, we received 2 proposals, so we will open them now," Hughes said at the start of the session.
Hughes reported that the first proposal was from Interstate Concrete and Asphalt Company. She said the contractor completed the proposal form and provided hourly rates for several pieces of equipment, but "they do not have rates for all equipment listed on this form." The meeting record indicates a follow-up question asking whether a representative of Interstate was present online; staff reported they were not.
The second proposal was from Woods Crushing and Hauling Incorporated. Hughes said that company "completed the contractor proposal form in its entirety," and that the form included hourly rates for every piece of equipment listed and that all categories were applicable to the solicitation.
Hughes closed the public opening by saying the figures presented were preliminary. "These are preliminary results, and the respondents will be contacted and results will be posted on our solicitation page," she said. No award or contract decision was made at the public opening.
City staff present at the opening included Heather Faircloth, Grants, Contracts and Procurement Officer, and Wes Alban, Street Supervisor, who were introduced by Hughes at the start of the session. The public opening record indicates the city will contact respondents and publish results on the official solicitation page; no timeline for posting was specified.
