Commission holds first readings on annexation and commercial rezoning for Highway 390 parcel

The Panama City Commission conducted first readings of three related ordinances Aug. 12 to annex a roughly 0.445-acre parcel on Highway 390 (partial ID 26718-195-000) and convert the property’s future land use and zoning to general commercial and General Commercial 2 (GC-2).
Staff told the commission the property owner requested voluntary annexation and a simultaneous future land use and zoning change to support future commercial development. The planning board considered the request at its July 14 meeting and recommended approval by unanimous vote. No members of the public spoke at the Aug. 12 public hearings.
Commissioners read the ordinance titles on first reading; staff said additional procedural matters were under review and that second readings and final votes would follow the city’s notice and public-hearing requirements.
The three first readings were presented as related steps: (1) voluntary annexation into Panama City limits, (2) comprehensive-plan future land-use amendment to General Commercial, and (3) zone map amendment to GC-2. Staff recommended the commission proceed with the first readings and return the items for final action after required hearings and technical review.
