City planning staff presented a draft land‑plan concept for the Hilltop Horizon specific plan at a study session Wednesday, asking the Planning Commission for direction on stepped residential densities, a higher‑density gateway district and future mobility and open‑space priorities. Commissioners and community members pressed staff for clearer development quantities, school‑impact analysis and details about transit and infrastructure funding.

Senior Planner Michelle Morris and the consultant team (ESA and SiteLab) described the plan area as roughly 143 acres around the Hilltop Mall site and peripheral parcels. The city’s land‑plan concept would step down density along east and west edges to create mid‑density residential buffers, establish a compact urban gateway district near Close Way and Garrity Way with higher density and active uses, and add transitional districts that mix housing, retail, offices and medical uses.
