The city’s land‑plan concept would step down density along east and west edges to create mid‑density residential buffers, establish a compact urban gateway district near Close Way and Garrity Way with higher density and active uses, and add transitional districts that mix housing, retail, offices and medical uses. Staff described near‑term and longer‑term analyses the team will complete, including parking strategy, development standards, an anti‑displacement strategy, fiscal impact analysis and an affordable‑housing implementation plan.
