Consent public hearing item: Legistar 88,956 — a conditional-use request in the Downtown Residential-2 District for a five-story, 73-unit apartment building — was opened, the public hearing closed (no registrants opposed) and the commission approved the item as a consent agenda vote, recorded as unanimous.
Referral items (consent referral): Two items were placed on consent for referral to the Aug. 25 meeting to allow re-noticing and Urban Design Commission review. The commission unanimously approved referral of: Legistar 89,078 (rezoning of 3357 and 3359 E. Washington Ave. from TRV-1 to CC-T) and Legistar 88,777 (conditional use in proposed CCT district and TOD overlay for 922–930 N. Fair Oaks Ave. and 3357–3375 E. Washington Ave.; project proposes a five-story mixed-use building with ~3,300 sq. ft. commercial space, 171 dwelling units, and a two-story, six-unit townhouse building). The public hearings for those items will be held at the Aug. 25 meeting and written comments submitted before that meeting will be accepted.
How these items were handled: Commission chair read the consent-item rationale into the record, asked for any requests for removal from consent (none were raised), and recorded unanimous approval for the consent vote and unanimous approval for the motion to refer the two items.
Ending: The referrals allow staff time to re-notice the items and to route them to the Urban Design Commission for review; public testimony on the referred rezones and conditional-use requests will be taken at the Aug. 25 Plan Commission meeting.
