Council leadership schedules Sept. 30 information session on homelessness; no votes expected

Council leadership told the executive committee on Aug. 5 they plan a council-as-a-whole information meeting on Sept. 30 focused on homelessness — including the city’s planned mental health shelter — to give alders detailed background ahead of budget deliberations.

The meeting is intended as an educational forum. Committee members said the purpose is to let departments present in depth, allow alders to ask questions, and give members time to gather constituent feedback before any formal action. The organizer said there would be no council business or votes at the session and no public comment; it will be noticed as a public meeting and is expected to be hybrid (in-person and virtual).

The proposed date was picked because it is a low-conflict Tuesday when fewer standing committees meet; leadership has tentatively reserved a three-hour block for the chamber. The chair said department staff — potentially including Jim O’Keefe and other relevant city departments and partner agencies — would present so alders could better understand operational partnerships, county and nonprofit roles, and options before the budget cycle.

Alder Duncan asked whether quorum would be required; staff clarified that for a “common council discussion meeting” quorum is not required and the session is not a formal committee-to-the-whole. Alder Tishler and others asked whether materials or executive summaries would be provided in advance to members who cannot attend; leadership said details and materials will be provided as available and that participants could later introduce ordinances or resolutions based on information from the session.

Leadership said the meeting will not use strict committee rules of order and will aim for substantive discussion rather than timed presentations. The session is intended to support alders’ constituent outreach and budget decision-making rather than to produce immediate council action.
