Muskego council approves Waukesha County agreement, disallows bike-claim, OKs Sobex event permit

The Muskego City Common Council on Oct. 14 approved a consent-agenda item to authorize an agreement with Waukesha County for data processing services tied to property tax assessment and billing, disallowed a damage claim from a bicyclist, and granted an outside dance permit for Sobex Bar, LLC.
The actions came during a brief meeting called to order at 6:08 p.m. and concluded with adjournment at 6:12 p.m.
Council members approved Resolution 058-2025, described during the meeting as an agreement with Waukesha County to provide data processing services for property tax assessment and billing. The resolution was moved, seconded and approved by voice vote.
Council also approved Resolution 059-2025, a motion to disallow a claim filed by Kenneth Myers. Jeff, a staff member, explained the city’s recommendation to deny the claim, saying: "This is a claim that we received, not too long ago for a person, mister Kenneth Myers, who was biking on a trail and, fell. He put in a claim. Mainly, it looks like it was just for the damages to his bicycle. He did he did hurt himself, but I didn't see any claim for that." Jeff told the council the city’s insurance carrier recommended denial and cited "recreational immunity" and the fact that, in his view, the claimant "actually knew about the bad trail, went through it, and then came back, and fell in the same spot that he knew about." Jeff added that denying the claim shortens the period during which the claimant could sue the city: "If you deny the claim, like, hopefully, you'll do tonight, it cuts that statute of limitations down to just 6 months." The council moved, seconded and approved denial of the claim by voice vote. The council record indicates the claim was filed Sept. 6 and the incident occurred around Sept. 4 on a recreational trail at Woods Road; the claimant sought compensation mainly for bicycle damage.
Separately, the council voted to approve an outside dance permit for Sobex Bar, LLC, d/b/a Sobex, at the address listed in the permit request for an event on Sept. 1, 2025, from 2 p.m. until 10:30 p.m. The permit was described as for a live band.
The mayor’s office provided a brief announcement that trick-or-treat in Muskego will be Oct. 31 from 6 to 8 p.m. The meeting then recessed to a motion to adjourn, which was moved, seconded and approved.
