Trustees approve additional oversight contract funds for Catalina water‑main and storm improvements

The Orland Park Board of Trustees approved change order number 4 and contract addendum number 3 to increase supplemental oversight engineering services for the Catalina Subdivision (phases 1–3) water-main and stormwater improvements.
Trustee Lawler moved the measure and the motion carried on a roll-call vote of "aye." The change order increases the 2025 contract amount with Christopher B. Burke Engineering of Rosemont, Illinois, by $179,155 for a new not-to-exceed total of $539,997.67, and authorizes the village manager to sign contracts subject to village-attorney review.
Public works staff provided a construction update on the project at the meeting. The presentation described completed work in the green, yellow and blue zones, including new water mains and service transfers to new mains, removal of old fire hydrants from service, concrete restorations (sidewalks and curbs), and planned asphalt paving and landscaping in early to mid-October. Staff said a third dry detention pond is being constructed on the east side, south of Cruz School, in addition to two existing ponds on the west side of Wheeler.
Staff explained the work responds to frequent water-main breaks, corrosive soils and a historical lack of storm basins in the subdivision; the original design used cul-de-sacs to absorb stormwater, which contributed to flooding. The contractor ARIES committed additional resources to accelerate completion, and staff said contractor-provided schedules currently project substantial completion in November, with paving of certain areas next spring.
Residents who spoke at the meeting praised the work and said flooding at their properties had improved this year. Trustee questions briefly addressed contractor performance and consultant oversight; trustees praised the contractor and designer for the work on site.
The motion and second received unanimous support. Staff will continue standard construction oversight and restoration work and return to the board as required for follow-up approvals or final acceptance.
