Orland Park approves Costco zoning, special uses and dedication for Ravinia roundabout

The Orland Park Board of Trustees on a series of unanimous votes approved rezoning, plats and special-use permits allowing Costco Wholesale to relocate its gas station and expand parking at 9913–9915 West 150th Street and to dedicate land for a new roundabout on Ravinia Avenue that Costco will fund.
Costco real estate manager Larry Jurjek told the board the company purchased six acres east of Ravinia in 2022 and intends to relocate its fuel operations to that parcel while improving circulation and adding parking. "We are very excited to be here tonight," Jurjek said. "Costco has agreed to fully fund that roundabout." He said the design separates fuel traffic from parking and is sized to accommodate truck and emergency-vehicle turns and future road extensions.
The approvals included: a zoning map amendment to rezone the site from core mixed use to business for Costco; a plat of dedication for the Ravinia roundabout; two special-use ordinances granting motor vehicle services (one for the tire center and one for the proposed fuel facility); and a development petition granting a planned development with modifications and approval to disturb a non-title wetland. Trustees cast roll-call votes of "aye" on each measure.
Trustees and staff described landscaping, stormwater protections and wetlands preservation. Jurjek said roughly three acres south of the proposed roundabout are wetlands that will be preserved. The planned fuel facility will use Costco’s current design standard of up to 20 pump positions, Jurjek said, with larger drive and bypass lanes to reduce conflicts between fuel queues and parking.
The village will record a dedication plat for road work connected to the roundabout; trustees approved a motion authorizing staff to record the final mylar plat once signed and ready for the Cook County Recorder of Deeds. Jurjek said the roundabout and associated improvements will be funded by Costco through a development agreement with the village.
Board members thanked Costco for working with village staff and consultants on traffic, landscaping and stormwater plans. Trustee comments noted the potential to relieve congestion on Ravinia Avenue and to improve internal circulation in the Costco lot.
The approvals followed plan-commission recommendations and were presented in multiple consecutive agenda items so the board could consider the project package as a single coordinated development. No formal conditions beyond the ordinances and standard staff review were announced at the meeting.
The board took the votes after public hearing procedures and questions from trustees about vehicular flow and connectivity. Trustee questions clarified the intended queueing pattern for the fuel facility and whether the roundabout completes an extension of Ravinia Avenue; staff said the broader Ravinia completion remains a separate effort.
