Board approves Keche Pizza Company liquor license pending permits and Comptroller correction

The Carroll County Board of License Commissioners voted to approve a new class B beer, wine and liquor license for Keche 1 LLC, trading as Keche Pizza Company, pending final permits and correction of a Comptroller registration issue.

Case 6526 covered an application by Doug (Gonzales/Gonasles spelled in the file) Salas to operate at 10 Westminster Shopping Center. Attorney Melvin J. Kalinski presented the application and described that Salas brings roughly 20 years of restaurant experience and that all front-of-house staff will be TIPS/TAM alcohol-certified before opening. The file includes zoning and collections memos that support the restaurant use; the health department memo in the record noted outstanding items that must be addressed before final approval.

Salas testified that the proposed restaurant will seat 51 and will not have bar seating. He said the establishment intends to offer beer, wine and a limited selection of hard liquor, will card every purchaser regardless of perceived age, will not accept virtual or vertical IDs, and will require staff to sign an employee handbook and complete internal training in addition to certification.

Character witnesses — who testified at length about Salas’s business experience and suitability to hold a license — were cited by commissioners as persuasive. The Board’s approval is conditional: inspectors will confirm required permit approvals and the board will not issue the license until the Comptroller’s Office combined registration (CR) number and address information are corrected in that office’s records.

Health inspections (fire, plumbing, electrical, then health) were reported as pending; Salas estimated an opening date around Oct. 15 but acknowledged inspections and permit clearance could alter that timetable.

The motion to approve the license, pending the enumerated permits and Comptroller correction, passed by voice vote.
