Itasca approves $10,000 for 50/50 sidewalk cost‑share program for homeowners

The Itasca Village Board on Sept. 3 voted to reallocate $10,000 from the fiscal‑year sidewalk maintenance budget to establish a 50/50 sidewalk cost‑share program for homeowners.

Trustee Ianni presented the Capital Infrastructure committee proposal and moved to transfer $10,000 from the existing annual sidewalk program (currently budgeted at $118,000) to seed a program that shares replacement costs equally between homeowners and the village. That motion carried on roll call with trustees voting in favor and one trustee absent.

Under the program described by staff, participation would be determined by public works and the administrator. Two participation options were presented: the village contractor would replace the public sidewalk as part of the annual replacement program with construction costs split 50/50 between the homeowner and the village, or a homeowner‑hired contractor could replace the sidewalk and be reimbursed at 50% of either the contractor’s cost or the village unit price—whichever is lower. The stated intent is to assist homeowners whose sidewalks are being replaced during driveway work or who seek whole‑panel replacements that are primarily aesthetic or seat/ponding issues rather than immediate health‑and‑safety trip hazards.

Staff said the $10,000 allocation is intended as a first‑come, first‑serve pot for the remainder of the fiscal year; unused funds would revert to the general sidewalk maintenance program at the end of the year. Trustees discussed program administration, possible caps and the fact the village will track participation and adjust budgeting in future years according to demand.
