Community coordinator: ARPA/CDBG construction funds expected in fall; planning funds in September

Amy Rowe, Kosciusko County community coordinator, presented her quarter-two report to the council on Aug. 8 and summarized progress on ARPA and Community Development Block Grant (CDBG) projects in Mentor, Milford and Pearson.

Rowe said federal planning funds are expected to be released in September and construction funds in October, after which contracts can be executed. She told the council, "We are looking at the release of funds for those projects in October." Rowe added that construction start dates will depend on approval from OFRA/OCCRA and weather; she said indoor work such as water-meter installation in Milford is likely to finish sooner than outdoor projects such as parks or sidewalks.

Nut graf: The coordinator reported moving projects from planning to contracting pending federal releases; she recommended continued coordination with local partners and said several projects will transition to local partners by their third year of operation.

Rowe walked the council through a multi-page report showing quarter-to-quarter progress, noted that bids have been received, and said federal guidelines require additional review before contracts are signed. She described the typical lifecycle for programs she manages: the coordinator's office leads startup in year one, partners take primary operational roles in year two, and local organizations sustain programs by year three. Rowe said two of the initiatives have launched and one (WeLead) recently became a nonprofit.

Rowe proposed inviting program partners to a November meeting so the council can hear brief updates from the organizations behind the programs. She said that would coincide with Q3 reporting.
