The Stanton City Council approved an appropriation of $250,000 to repair the Westerly and Sand Park pedestrian bridge after a vehicle collision in 2023 left the structure closed. Staff said a structural engineer estimated replacement at approximately $432,000 and that the city discovered the bridge is city‑owned rather than county‑owned.
"This agenda item is for the appropriation of $250,000 to repair the Westerly And Sand Park Bridge," David Rangel, the city's director of public works, told the council. Rangel said a 2023 structural analysis confirmed the need to replace the bridge at an estimated $432,000. He recommended filing a claim through the California Joint Powers Insurance Authority (CJPIA) and using the appropriation to cover the deductible and immediate repair contract work.
The recommended action amended the staff report to authorize filing the claim with CJPIA and to authorize staff to enter an agreement with Alpha Structural (the firm retained by CJPIA) to finalize the claim and perform repairs. Representatives from Alpha Structural were present in the audience to answer questions. Rangel said much of the bridge will be shop‑fabricated and then delivered and set in place, and construction on site is estimated at about 22 days once shop work, galvanizing, permits and approvals are complete.
Council Member Bann moved to approve the appropriation and contract authorization; Council Member Torres seconded. The motion carried on a unanimous vote. Council members said restoring the crossing was a high priority for residents who use the bridge and thanked staff for pursuing an insurance recovery to reduce the city's immediate cost.
Staff said they would add city bridges to the facility insurance program going forward and estimated a lower per-bridge placing cost of about $10,000 to include existing and future bridges in the policy. The council directed staff to proceed with the CJPIA claim and to return with contract details as they are finalized.
