Irvin opened the presentation by warning the audience the footage is graphic and said the city was releasing the materials to give the public the best available facts amid what he described as misinformation circulating on social media. "This footage contains graphic content and may be difficult to watch," Chief Keith Cross said in a prepared statement read to the council.
