Resident says council omitted federal documents on Zion Outfitters tax case from packets; urges due process

During the public‑comment period at the Oct. 8 Springdale Town Council meeting, resident Suzanne Wilford criticized the council for not including federal court documents related to a tax case involving Zion Outfitters in the agenda packet for last month’s meeting.

Wilford told the council she intended to ask why the indictment, plea agreement and judgment — which she described as public documents — were not made available in the packet and said the omission prevented the public from evaluating the town’s handling of a business‑license matter. “I can only assume that’s because you were concerned that the public would read those documents and not come to the same conclusions that you did,” Wilford said.

Wilford said Councilmember Pat Campbell had raised concerns about residents’ due‑process rights during the prior meeting, but that those concerns were largely ignored. Wilford criticized comments she attributed to Mayor Barbara Bruno during the earlier discussion, saying the mayor had downplayed federal tax charges by treating them as matters of intent and joking about taking liberties on deductions; that characterization appears in Wilford’s remarks as an attendee’s assessment and not as a direct quote from the mayor.

Wilford urged the council to include the court documents she named in future packet materials. The council did not take immediate action on the comment at the Oct. 8 meeting; the item was part of the public‑comment portion of the agenda.
