Miami-Dade commissioners deferred consideration of a proposed expansion to the Northwest Seventh Avenue Community Redevelopment Area to allow staff to redraw the expansion boundary and exclude Golden Glades and certain Florida Department of Transportation (FDOT) parcels.
Commissioner Raquel Bastien, sponsor of the expansion, described the proposal as intended to address slum and blight and to direct new investment toward historically underinvested pockets. “This expansion aligns with the best interests of the people and businesses in District 2,” Bastien told the committee.
Several commissioners expressed concerns about including FDOT-owned property at the Golden Glades Multimodal Transportation Facility and adjacent FDOT parcels because those properties do not pay county property taxes and because adding them to the CRA could complicate coordination with FDOT and the South Florida Regional Transportation Authority (SFRTA/Tri-Rail). Commissioner Regalado (name used in transcript) asked that Golden Glades and FDOT parcels be carved out; Commissioner Steinberg asked whether the sponsor would accept that as a friendly amendment; Bastien agreed to work on boundary edits.
Staff and transit officials identified the location as Expansion Area 1 on the maps and suggested the northern boundary would be Connector Road/US 441. Commissioners agreed to defer the item to the next committee meeting to provide a clearer map and to allow public review. The committee approved the deferral by voice vote.
Committee members also flagged fiscal impacts to the county’s EMS/AMSA lines: Office of Management and Budget staff said the estimated impact to AMSA (ambulance/EMS) for the expansion would be approximately $700,000 over the implementation period that was modeled.
The record shows the committee preferred an amendment that would remove FDOT and Golden Glades properties from Expansion Area 1 and asked staff to return with updated boundaries and maps before the item returns to committee or moves to the full board.
