The finance committee voted to forward an ordinance that would authorize the chief administrative officer to execute a grant agreement among the city, Bellevue Gardens V, Virginia LLC, and the Economic Development Authority to facilitate construction of a 78-unit affordable housing development at 3940 Rosedale Avenue.
Rachel Heitman of the Department of Housing and Community Development described the project as 78 units with 42 units targeted at 0–50% of area median income (AMI) and 36 units targeted at 50–80% AMI. The committee confirmed the award is a performance grant (an incremental tax rebate payable only after project completion and verification of ongoing compliance) and asked staff to include language in the ordinance clearly identifying the funding as an affordable housing performance grant.
No members of the public spoke during the public hearing. A motion to forward ordinance 2025-236 to council with a recommendation to approve passed on recorded voice vote: Miss Lynch, Aye; Vice Chair Jones, Aye; Chair Robertson, Aye.
