On Oct. 15 the Satellite Beach City Council approved two procurement piggybacks: continuing to buy gasoline, diesel and fuel oil via the School Board of Brevard County’s contract with Palmdale Oil, and entering a service agreement with Florida Technical Consultants (FTC) for Geographic Information System (GIS) services under a Jupiter Island cooperative contract.

Staff said the Palmdale Oil arrangement lets the city buy fuel under a larger, multi‑jurisdictional contract that produces lower net prices because members purchase collectively. The current Brevard Public Schools contract is valid through March 9, 2026, and staff said the schools either will extend the current contract or go back out to bid; Satellite Beach intends to piggyback the next arrangement once decided.

For GIS services, staff described one‑time projects to support the Community Rating System (CRS) flood‑insurance work and mapping the city’s stormwater system, plus ongoing operational tasks such as cataloging trip hazards and road assets. FTC representative James Barton told the council FTC’s rates are competitive and said, “you will find that we are probably lower by at least 20 to 30% comparatively,” referring to engineering‑firm benchmarks. Councilors noted the city is not large enough to justify a full‑time GIS team and that outsourcing the work can be more efficient.

Both piggyback agreements and the FTC service agreement passed on council votes.
