Council Member Brewster moved to convene the closed session; Council Member Miller seconded the motion. The council then conducted a roll-call vote; each council member recorded an affirmative vote and the motion carried.
The city attorney announced the statutory authority for closed-session deliberations, citing the relevant provisions of Wisconsin law that permit closed sessions for competitive bargaining and for reviewing the performance of an employee over whom the body exercises responsibility. No substantive deliberations on those items occurred in open session on Oct. 13; the council authorized the closed session per state statute.
